SS pennant help

I am going to look at this tomorrow, but the guy sent me a picture on my phone. I don't know much about these items. The guy said his dad bought it years and years ago. He thinks it is a legitimate pennant. Just from my limited knowledge, I don't think it looks good. The rope is too cottony, and it looks too nice. What are your thoughts? Do these even exist, or is it a fantasy piece? Pardon my ignorance on this if it is obvious one way or the other. I can get better pictures tomorrow, but wanted to get an idea if you can tell from this one picture. Thanks in advance.

2nd that. These are from the 70 s. I always liked these as a kid. I have 2. They were about 15 $ out of the WW2 Ltd catalog if I remember correctly. So, his dad probably did buy it years ago.
