I've been googlin' and searching around, but haven't found anything to tie this date up to... The pennant itself is period I am pretty sure of, but I have nothing to connect the date with. Does anyone have a clue???

Nice period looking chain stitched pennant,
but like you I'm not seeing anything online
with that 1936 date happening in Hamburg.
I note that on 1 May 1936, that the keel of
the battleship Bismarck was laid at the Blohm
& Voss shipyard in Hamburg, again no cigar.
Maybe your pennant is a fancy H-A ship cruise
souvenir, and thus no swastika on the pennant.
