Golden eagle from General's pennant?

I posted this in the political insignia category and a fellow member opined that he thought it could be a general's pennant eagle that would have been sewn onto a cloth backing. True? or is it a repro or both?

Interesting eagle. Could indeed be for
use on a General's auto fender pennant,
depending on size. As for being "real" or
not, I have no clue - see compare below.

Thanks OFW, its about 7 inches across.
I could not find any online with details like mine, some are bullion too.
I would like to offer it for sale, I just don't want to sell it as a period one if there is no consensus that it is.
