    I think it happened because most eagles were destroyed after the Bourbon Restoration, by the Royal order. Outside France, almost all of them survived, which were captured in battles as trophies. Now they are the national treasure of France and those countries against which France fought.
    I don’t know how in other countries, but in Russia before the revolution, three eagle (or about that) was in private collections. They were found on the battlefields of the war of 1812 on private land holdings and belonged to landlords-owners of these possessions. After 1917 they were confiscated by Bolsheviks. One of them (106th Infantry) was sold abroad in 1930s.

      Napoleon Model-1804 Eagle Sells For ...

      Wow, only $4750.00 + 27% fee for this eagle.
      Either someone got a great deal, or it is actually
      a 2nd Empire version based on the ends of the
      "Jupiter's spindle" lightning bolt cloud. How could
      19 bidders get it so wrong? Wondering what is the
      official weight & size of a Model-1804 Napoleonic
      Eagle. This auction sold example was listed as
      having a weight of 4 lb (1.85 Kg), and a height
      of 9 1/2 in. (24 cm).

      Description


      A Napoleonic Eagle of the First Empire (Aigle Premier Empire
      Modèle 1804). The original design was sculpted by Antoine-
      Denis Chaudet and then copies were cast in the workshop
      of Pierre-Philippe Thomire, with the first eagles presented
      on 5 December 1804. It was a bronze sculpture of an eagle
      on a plinth, with one claw resting on "Jupiter's spindle",
      mounted on top of the blue regimental flagpole.
      This example is made of bronze with original gilding.
      Weight: 4 lb (1.85 Kg). Dimensions: Height: 9 1/2 in. 24 cm.
