Appears to be a Heer officer on official business auto
fender pennant. If eagle is chain stitched embroidered
then likely a WW2 period made example. Close up?

Much better, indeed eagle appears to be
chain stitched embroidered. I don't collect
pennants myself, but if I did chain stitched
examples would be the type most desired.
