What is the dimensions of the holster? Have you tried to fit any magazines in the pouch? that's usually the best way to tell.
Magazine should fit snug, but not tight, and should go all the way in til the base just touches or very close to touching the top of the pouch.

I was going to guess at a PPk, but the dimensions are actually smaller than that! The dimensions are really throwing me off now!?

I'm going to guess it's for a CZ 36 perhaps?
Chances are this is most likely a generic holster though, which is made to accomodate a variety of pistols.
