Dress Bayonet Markings

I recently picked this bayonet up, does anyone know what this stamping means? It is an Eickhorn bayonet which is stamped F L 19 40. There is a red piece of felt in the bayonet slot. This was vet acquired, any thoughts?

Better pic

The "0" on the right side of the logo does appear to be a zero, and not a "G."
