This dagger isn't a Diplomat, it is a Government Official dagger.
From what I see, it doesn't look original. I believe it is a mixture of real & reproduction parts cobbled together. The scabbard bands don't appear to be Alcoso products, the hilt eagle's belly appears bulged in the center (making it look too large for the grip plates) & the swaz looks like it was replaced.
Even if it was original, the condition is pretty poor. I wouldn't touch this one, but that's just me. -

Crossguard was de-nazified. Then recently a backing plate was installed and a swas of some sort was glued to the plate for the 're-nazification'.
I wonder if that important material fact was disclosed.
Hermann Historica is not what it used to be, I wouldn't be buying from there.
