Yes, Patrick, that appears to be the SS Member's Number die-stamped to the underside of the lower crossguard of his dagger, and No, I can't identify that person from this number. According to "The Key," that number was held by an SS member of the enlisted ranks, and such members were not included in the published DALs, which only included the officer ranks.
