This unit is en electromechanical inverter. From power you get out ringer current to e.g. a switchboard. When the switchboard has a sudden traffic, it is to good for the operator(s) to not have to crank for ringing.
The output should be close to 25 Hz and probably 60-90V.
I have one civilian of unknown make mounted on a marble plate. Worked without maintenance when I tested it.

Briefly: makes AC from DC. When someone was sitting at a Klappenschrank (phone exchange), she/he had to crank a lot to ring the desired parties. Instead of that, she/he just had to push a button.
