Looks like a telephone automatic relay switch

The relays look like the vibrator relay of an ringing machine making 20-30 Hz out of battery power.
Is it some transformers under the plate?

The confusing part is 2 relays, 1 should be enough.

It's called a Doppelpolwechsler and it is an accesory of the Grosser Feldklappenschrank (large telephone exchange). It's for switching the battery polarity if several exchanges are linked together or if the exchange is linked to public telephone net.
