What could be the reason he is wearing it? Just shortage of supplies? Foto is dated april 1945.

Especially given the late date I would indeed say shortages of WH caps. Or perhaps he only wore it for the sake of the picture?

Besides this I have seen M43 caps (and even uniforms) made from police cloth but with WH insignia. I guess because some factories had more police cloth than WH at a given time. Just my two cents.
