I have been seeing lots of random headgear with eldelweiss insignia on it...?

I am new to the hobby so I am not entirely up to speed on everything, but I have seen lots of headgear that would of been issued/worn pre-1938 like an NSKK overseas cap and a few Gendarme "robin-hood" type caps that have the Edelweiss emblem on the side. If the Gebirgsjagers were not authorized to wear the emblem until 1938, then why would any of these other organizations wear it? Thank you and God bless.

Is there anywhere I could "research" this.

The Edelweiss was a symbol used to distinguish Alpine regions, and so other organizations used a similar device. You should NOT expect to see the Heer Edelweiss on these different pieces of headgear.
