Luftschutz Visor....??

Found this at my Dads house on the shelf. Ive compared it to a couple other it don't mach. I'm sure its a put together. If so then what is the visor? Thanks Dan

It appears to be some sort of postwar Veteran's visor with a Luftschutz eagle and a LW wreath attached.
