      Perhaps he was a beamte offz with dark green piping. He was given soldat status in another branch such as TSD. He had the green piping covered with silver cord to conserve his cap??

        I don't think that the green is a branch color, the part we see is too small for that IMO, I just think that what we see is a green strip as part of the silver piping that is used for sewing the silver piping to the cap.., other times this strip is black or tan, grey, whatever..
        If the black band is lifted a tiny bit more the green will fall underneath..

        just my thought sofar ..

        What about the lower piping ?

                IMO the cap is original and it is the enlisted rank cap upgraded to Officer without changing the metal insignia.
