Looks like a 'good' one to me. Quality insignia, nicely applied and nice, even patina. Can you tell if it has a manufacturers' mark anywhere or remnants of a logo under the sweat diamond or sweat band?

No maker mark that i can see... But i have a panzer officer visor cap Clemens & Wagner made with the sweatband sewn in the same pattern. But just a thought..

The bill has been replaced? Maybe I'm wrong but I doubt that this was a "normal practice". Not one I would put much money into as it will always have serious issues when the time comes to move it along.
