I think this cap may be it's "older" brother. Materials seem a bit earlier- rayon lining, fieldgray buttons, insignia has police colored backing, not fieldgray. Notice the same RB number. Enjoy!

Although the upper hem of the flaps has a double row of stitching, there is no bias material present. Here the seamstress "missed" on one row of stitching and one can see that it is not there..

Same as mine. Two rows of stitching do not always a bias make.
