These are the outer wheels from either a Sdkfz 10 or an Sdkfz 250. The wheels is the same.

I think you will find that they are one set of double wheels that have been split to make 2 single for a cart or something.

The outer single wheels only had 5 holes the inner doubles 6, also you can see on the spokes where they would have been riveted together.
