Was it always like this? It looks like someone "salvaged" some parts.

AFAIK, the running gear disappeard quickly after the war, as the tank stayed upside down for 3 years from 1945 to 1948 (it was put out of combat after having hit a mine on the road). When the tank was placed as a monument there in 1948, the running gear was already missing. It is possible that some other parts were taken before or after the tank being placed as a monument..

Thankfully they saved it as best they could. I commend your countries. Over here in the States our government Museums are still running the "How long does 1"- 6" armore plate take setting out in the elements to totally corrode through?" They are working real hard over here to see that that happens to most of the rare German armor & artillery. It makes one sick to think of all the WWI items we cut up for the "fake" scrap drive in WWII. Got to love us.

I know a US veteren that said he drove by that Panther in Celles in a half track when it was still burning during the Bulge. I will ask him if it was flipped over to see if it indeed was the same tank.
