Is this Panzer Korps related?

I got this in a large grouping over the past weekend that came straight out of Germany. Although everything was pretty much TR there was a pair of DDR collar tabs and this. It is bevo made and the number 7 lies upon Panzer pink but I have not seen anything like it before. Is it German and if not does anyone know what it is?
