Is it certain that if a listing has been removed by ebay, the seller still needs to pay the fees?

I've had items removed. They don't charge you. They are refunded.

I have stop using Ebay quite some time...this is interesting because i remember the fees were paid even the item removed or not, it seems they update their policies
