I can't offer a definitive ID of the badge, but I am aware of the following period abbreviations using these three letters:
R.d.L. = Reichsminister der Luftfahrt [Reichs Minister for Aviation]
R.D.L. = Reichsverband Deutscher Leihbüchereien e.V. [National Association of German Public Libraries, registered association]
RDL = Reichsverband Deutscher Landesversicherungsanstalten [National Association of State Insurance Institutions]
RDL = Reichsverband der Deutschen Luftfahrtindustrie [National Association of the German Aircraft Industry]
(It's certainly not for the first one, though.) -

I've always liked this design. I can't say it's entirely correct, but when I acquired mine it was listed as:
Reichsverband der Deutschen Luftfahrt-Industry/ National League of the German Aviation Industry

Hello, due to a friend of mine who is into these small badges it says "Reichsbund deutscher Diplom-Landwirte" (Reichs-league of the german certificated agriculturalists).
He does know it from another related badge where it is written out.

Hi ! I saw this item before and (if I remember well) it is a type of papier weight as a prize and made of amber.
