Never seen this one but the eagle bares a resemblance to the eagle on the RDK enamel badges. The Reichsbund der Kinderreichen Deutschlands zum Schutze der Familie. It has an eagle just like that one with five smaller eagles underneath the wings. Probably just a coincidence but they look very similar. Link below to a photo of one I own.
