I'm afraid it is in all likelihood a fake. I'm looking at one right now in the old WWII Products catalogue (page 10) for $4.

I forgot to answer your main question - it's supposed to be an ID tag for workers in the German-occupied Channel Islands (Guernsey).

I agree, I'm sure the general opinion on these are fantasy/fake.
