Hope I'm on the right board this time...

Very late addition to our catalog and my awards guru is out of action and alas, I'm the paper expert here.

Any opinions on this? The ring is stamped "21" but lacking the "900" I should expect to see. Stitching and pin on the reverse seem fine.

Can anyone assist? Is the lack of a "900" stamp a deal killer?

Is it a pig or a prize?
