Opinion of this badge Please

One of my friend see this badge . He was told this was a reformed ( repaired ) badge , by a part of 1st grade Olympic badge + other badge . And this badge is selling as a reformed 2st grade Olympic badge . He want to know whether the upper part of this dadge comes from an original 1st grade Olympic badge . Thank you experts very much .
