If I remember correctly that item is associated with the Reichcolonialbund. I don't have any reference books handy to provide anymore info but I do believe it is a badge for as I say the reichcolonialbund.

A very nice example you have there. It is indeed a Reichcolonialbund badge as Bill has stated this one with the eagle is for officers of this org. there is one that is more common with just the shield that one is just for regular members.
