              Plaque

It looks more like an award plaque--it's commemorating the KdF at the Reich celebration in 1937. The signature is that of Dr. Robert Ley, the leader of that organization. The quote reads "joy is a language understood by all people."
Looks like it's likely a bullet hole.

Gregory, N.S.-Gemeinschaft 'Kraft durch Freude' (Nazi Community 'Strength though Joy'): KdF is a holiday and recreation organizaion of the DAF 'Deutsche Arbeitsfront' (German Labor Front). As to the makers mark or it maybe a foundry mark you will have to provide a better picture of it.

                    The nautical theme

makes me think it has something to do with one of the KdF-operated cruise ships, of which the Wilhelm Gustloff was one.

                    Note the Deutsche ArbeitsFront gearwheel.

More info on KdF and DAF

Ley at Nuremberg. While awaiting trial,

he choked himself to death by twisting one end of a towel around a pipe above a toilet on which he sat, the other end around his neck, and leaning forward. Ugh.

Here's one of Dr. R. Ley in a happier time most likely on the cruise ship Wilhelm Gustloff.
