I would be skeptical--the engraving is not very well done and why would there be an inventory or serial number on the bottom?

Without "document-able" provenance I'd be more than skeptical.... looks like a common silver vintage shot glass with added "bling".....

Not unless my (or your) grandfather/father/uncle brought it home.... and not from a "recent" trip to eastern europe, either!
