After the Second World War, he moved into the state parliament of Lower Saxony. Joel was born as the son of a locksmith. After attending high school he hit a career with the Grand Duke of Oldenburg-railway; finally, he was chief secretary in the mid-rail non-technical services. In 1917-18 he took as a soldier in the First World War (awarded EKII, black wound badge) in part, where it was used on the Western Front in the Field Artillery Regiment, 62nd. After the war he worked as an inspector at the Deutsche Reichsbahn. Joel in the early 1920s considered several political groups and decided on 1 August 1926 to join Nazi Party. Joel was a member of the council since 1930, Oldenburg, and in 1931 in Oldenburg parliament elected, where he served until 1933. 1932/33 he served as president of the Diet.
