SA-.22 Training Rifle

I am doing research on a reference book that is being written on Third Reich .22 training rifles (KKW). Many of these rifles (over 1,500) are from SA Standarten and Gruppen, one particular rifle is marked "SA Standarte Wielun" as best I can tell. "Wielun" is a major Polish town in Western Poland, would the SA have established a Standarte in a Polish town or "General Government"?

Wielun is a city in what was Reichsgau Wartheland, that was territory annexed to the Reich after the surrender of Poland. The SA established units in these new these new areas.
