Gebietskommissar of the Reichskommissariat of the RMBO tunic

I was just able to score tunic of a Gebietskommissar of the Reichskommissariat of the Reichsministerium für die besetzeten Ostgebiete. It is almost impossible to find RMBO tunics with tabs and this example appears to be untouched. Unfortunately, it is not named. The only clues I have to maybe ID it are the following:

- rank of Gebietskommissar (or Landes- & Bezirksdirigent = Generalmajor)
- attached to the Reichskommissariat = carmine branch color
- loops for a golden Party badge

Does anyone have any clue where to look to potentially identify the first owner of this piece?
