help needed on hanging eagle

hi seen this eagle and was wondering if its political item or just a hanging eagle 'Gesetzlich Geschutst'
is on its back any info would be great

Could you also post a pic of the bottom, to see if there is a hole or another mark?

I guess that piece must have been sitting on top of something else - or it was for holding a drum perhaps.
