Do you know for what this was made for ?

    This :

Diameter is about 17-20 cm. I got one but I am not at home right now.

It was made for a table top desk ornament. The base was made of Bakelite.

I wanted to say that it was possibly for a poletop, but having read Doug's comments, he is probably right that the size and the threading is probably meant for a desk piece.

Apparently GIs might have used them as fender ornaments. Though this one is reversed and I can't tell if the reverse is solid or hollow like yours.

Does anyone have a picture of this with the base? Most desktop ornaments are double-sided. This looks more like the center piece from an outside sign.

This was outside certain companies, most often these do lack the hanger part

I wish I had a pic..it may have been used outside, but its intended purpose was as a part of a desk top unit.
