white cross with social welfare type eagle?

Not quite sure this is in the correct section. This looks old, but ive never seen anything like this,so is it fake, or could it be some early shooting destinction before they standarized the rzm? except the shoulder boards someone posted with eagles with similar raised outlines and details , i havent seen this type eagle prior , and then to be with a target backround, so i assume it has somethiing to do with shooting competition or shooting in some regard. Here are some shots, and at least its weighed in despite verdicts.

I asked where the guy found this, and he related he didnt recall exactly, but was at a house sale somewhere in the midwest when traveling buying things to resell. Since it wasnt expensive i bought it just because it looked old, and unusual . I thought at the time that at times people come up with photos of SA men wearing all kinds of badges, some still unidentified, so the photos are here for future reference .

Here is the eagle posted recently off a set of boards from between the wars , if i understood them right. Seems similar to this eagles raised details.
