Its SA,Pl didnt have kepis or twist piping.A value?no idea.But it looks like part of a game,or kids toy,you cut those guys out and stand them up.Id make a guess at 75-150$

I certainly agree that this is an SA piece...especially since it says so! At the center of the top row of marchers is written "SA Kapelle" -- SA Band.

But as to Political Leaders, I believe they did wear a version of the 'coffee can' cap in about 1930-31, though it did not have a colored top and instead of a leather chinstrap it included a gold cord above the bill.

Hope this is helpful. A very nice piece in fine condition, particularly for a paper item with colored inks.
