The coat appears original, however the insignia has likely been added. The tabs shouldn't have piping (is it aluminum?) with this rank except for the early war period when they would have been piped with rayon in either white or yellow. For this coat, with the gold buttons, the unit should have been one with yellow piping. The reason for the piping was that the button color no longer differentiated SA groups, as all were made in silver/aluminum color, so the piping was necessary to determine, for example, whether a black tabbed unit belonged to SA Group Berlin/Brandenburg or Niederrhein. The armband for an overcoat was normally wool and was securely attached, particularly on a late 30s/early 40s piece like this. The enlisted/NCO shoulderboard, when first introduced in 39, was worn singly like this before the orders were revised to have them worn on both shoulders, so it may be original to the coat.
Now, does the coat have cuffs? I don't see any, and the color of the coat should be more olive with only the collar being SA mottled brown. It would be beneficial to have additional photos posted.
Re your question, unless the price was very low, I'd pass on this one.

            Erich
