Is frame #119 a labor diamond or an nskk? It has the coged wheel , and i am confused.

I have a photo album of nothing but early nskk before they ever used the leather helmets...and many of a class at this nskk school. Unfortunately i have stopped posting photos till i get my watermark for all my photos from here on set up. Here is the school placard from one of the photos from the class anyway. I have about 7 different photo albums(not nskk) to eventually share some time.
