I have this gold hat eagle, that seems to be smaller than the normal hat eagle. What is it for . Thanks for your help

I believe it is the first pattern Navy cap eagle...

It is a first style (33-34) Reichsadler for the Kriegsmarine/Coastal Artillery. It could also have been used by a Wehrmacht General Officer.
