Hi, that's Artur Axmann. He became the Reichsjugendführer in August 1940 after von Schirach went off to cheer up Vienna as Gauleiter. -
Nice picture too. It's in 'Das kommende Deutschland' by Günter Kaufmann if I'm not mistaken?
Quick edit: I'm not mistaken. Just checked and it's the same picture
