NSDAP armband ink stamp meaning?

This recently come into my possession, & I wondered if anyone can tell me what the ink stamp and 46 are for?

Prior to 1936 or so, armbands of the SA at least were stamped by the SA unit. I don't know what the purpose was--assumably it was for some sort of control. I seem to recall reading that SA Anwärter didn't wear insignia including the armband but I can't find a reference just now so I'm not sure whether or not that was the case.
