Uniform stlye/ photo question

Hello,

I hope this thread wil be ok, because the photos aren't mine... (if anyone has a problem with it, then I can delete it. )

I've seen several photos where german soldiers wearing their M40/M44 trousers (straight leg trousers) over their low-boots without wool socks or gaiters.
So my question, when does a soldier (who is normally wearing gaiters etc.) was "allowed" to wear it over the boots?
Or was it just done at the barracks or in cities?
