The title reads "The Organizational plan of the district of Rosenheim of the NSD.AP as of March 1, 1939."
underneath is the legend of the map designating the different "Sitz" or Seat for each of the levels of NS government from lowest; "Orts" or community level to the next rung "Kreis", which is district level; The next is the state level or "Gau"; with the last and highest as the national level or "Reichs" (Reichsleitung) etc.
This map deals mainly with the lowest (which is of more interest than a national map) levels of gemeinde (communities/townships) and the various orts.
...Rosenheim is located Southeast of Munich ... interesting to note that the top of the map says "Wasserburg". AH purchased a home for Eva and her sister Gretl Braun to live in, on the outskirts of Munich. The street was called "Wasserburgerstraße"... the house remained virtually untouched from the time the Braun sisters lived there well into the 21st century.
A few years ago, upon the discovery of the house (as revealed by online posts and discussions) an anonymous buyer made a generous offer to the owner and the property changed hands. After the sale, the house was then quickly demolished and the area flattened.
