I would like to ask your help on the person who signed this document as also the person who it was given to. Is this a Westwall medal certificate ? Any clue's on the signature ?

This is not the certificate but I believe is the notification letter to the person who will be receiving one.

Is it possible to link a positive ID to the signature gents upon the given date and rank of the person who signed it ? That would be lovely
