    Is this man Wehrmacht?

    Photo was taken in Russia with captured camels. I can't get the photo any clearer. Wehrmacht? Russian volunteer with Org. Todt? Thanks.

        Regarding the "shadow" of the badge on the right sleeve ?
        Hard to determine but i don't think it could be a nationality badge ?
