Hello Markus,
An interesting photo, but, perhaps the centre officer is wearing a Wehrmacht "other ranks" waist belt and buckle? I think the star effect is produced by the combination of a tunic button peeping over the top, and some deformation to the near edge of the buckle.
I am sorry to sound negative, but that is how I interpret your photo. I would, of course, be happy to be wrong on this, just my opinion.

Yes...definitely looks like an OR belt buckle......now I will have to look through my Soldbücher as he looks very much like an officer whose documents I have to that division!
