Photos Stamped "Noraweho"

Some photos arrived recently they are all stamped "Noraweho, plus an oval stamp in the left top corner. Also they have large loops in pencil, the pictures appear to be good. I would like to know what the stamped word and oval stamp mean.

I regret, but it is compelled to afflict you. These are fakes made in Ukraine. Stamp - "is extinguished" (ПОГАШЕНО), an oval stamp - "Special fund of the Ministry of Internal Affairs of the Ukrainian Soviet Socialist Republic. Accession number ___" (СПЕЦФОНД МВД УССР. ИН. № ____).
