Finnish(?) Pamphlet with bogus(?) ϟϟ markings

Like the title says, I think that this may be a Finnish pamphlet of some kind.
It has ϟϟ marks on the front and mentions a museum on the back.

No idea what the book is, but it certainly appears to be written in Latvian (or Lithuanian?), rather than Finnish.
