Help With Interesting Luftwaffe Photo...

I just picked up this photo from a Luftwaffe man who was stationed in Africa (and later Tripoli, Greece). My question is, can anyone positively identify the force that the "Arab" looking fellow was a member of ???

Anyone ???

IMO, the Arab looking fellow is not from a "Tribe" or "Clan"....possibly some kind of Official / Semi-Official "Legion" on the side of the Germans......note the issue 98k and (machined / factory) Leather Ammo Pouches, and (especially) that he has some kind of very small (military style ??) insignias on both collars of his tunic / overcoat....

The carbine he has does not look like a Mauser, more Carcano or ? style. The collar insignia look to have a French influence.
