why did the army have a preliminary award document for the DKiG?
The formal DKiG award document is not a time consuming work of art like the RK Mappe is and so unlike the preliminary RK award document which bridged the gap from the moment the RK was awarded to when the formal Mappe was presented, the preliminary DKiG award doc does not seem to have had a purpose. The lack of purpose is IMO why both airforce and navy (largely) did not bother with them.
Does anyone have any insights into why the army seems to have had a need for a prelim DKiG award doc while both Luft and Marine (overwhelmingly) did not?
